What is concurrence and why participate?

Concurrence is a process through which Leagues can adopt a new position without doing their own study because another (trusted) League has done the study.

In this case, NYS has studied the issue and is asking all local Leagues whether either (or both) of these new positions should be adopted.

On the basis of all responses from Leagues across NYS, including how many members in each League participated, the state League will adopt these new positions, or not.  For either position to be adopted as a NYS position, the responses must meet the state League guidelines for participation and win 2/3 approval.

What is the Concurrence on Prisoner Voting about?

Here is the proposed position (it’s one sentence):

The League of Women Voters of New York State supports extending the right to vote to all currently incarcerated individuals.

Here is the question our League will discuss to reach consensus (agree/disagree):

Do you have member agreement on the Proposed Position to extend the right to vote to all currently incarcerated individuals?

What is the Concurrence on Election Administration about?

The League of Women Voters of New York State believes that a more accountable, transparent, and professional state election administration would improve voter access and confidence in our elections. We believe that achieving these goals will require changes to the state constitution.

This concurrence meeting will ask you to consider three questions on how to improve the administration of NYS elections.  Each question is to be considered separately and we can concur with one, two, or all three — or none.

      1. Do you concur with the Position Statement on State Election Administration?
      2. Do you concur with the Position Statement on Local Election Administration?
      3. Do you concur with the Position Statement on Local and State Boards?

If approved by members, the Position Statements will be used by the Board to finalize new state League Positions on election administration.  The wording of the final Positions will not differ substantively from the wording of the Position Statements, but flexibility in wording will allow for us to make necessary editorial changes for clarity.  Each Position Statement consists of two or more bullet points.  For concurrence with a Position Statement, you must approve  all the bullet points  within that Position Statement.

Request from NYS League:

We are urging all local Leagues to have member meetings to discuss both sets of materials and the state League will give greater weight to member input as part of a local League response.

For members who cannot attend their local League discussions, or who are members of a local League not participating in the study, the state League will organize virtual discussions and Q&A sessions. Individuals may complete an individual response form if they participate in these sessions.
