What’s Concurrence?

It is one of the two ways that a League may adopt a position: either a League’s members do a study, hold education sessions, and reach consensus to adopt the new position, as the League of Washington State did

OR a League studies another League’s position and decides to adopt by concurrence — meaning: we didn’t do the study or draft the position but we find it compelling)

What’s Consensus?

It’s a decision-making process that reaches a conclusion without voting.  A facilitator guides the group to reach common ground on one or several questions.  It doesn’t mean that everyone agrees or that some people (a few) may disagree (even strongly) on some (smallish) parts of the decision. It does mean that the group (usually including those who disagree) agrees that the “spirit of the group” has reached consensus — or that it hasn’t.
